It fits the Norse mythology theme perfectly Fenrir is the wolf destined to be chained until Ragnarok, just like Loki has been bound in Elbaf. I think we’ll see that unlike King Harald, who was consumed by the fruit’s raw "wild" nature and went on a rampage, Loki’s Conqueror’s Haki allows him to dominate the devil fruit’s will instantly. That squirrel-hammer Ragnir will probably recognize him as the true master, maybe even fusing with his transformation to give him some kind of elemental lightning attacks.
The emotional gut punch, though, is going to be the truth about King Harald. I predict that as Harald dies by Loki’s hand, he won’t be angry; he’ll be relieved. We’ll likely find out that the "madness" wasn't just the fruit, but maybe some external corruption or a curse from the World Government that Harald was fighting off. The chapter will probably end with a twist showing that Loki voluntarily accepted the title of the "Accursed Prince" and allowed himself to be chained by Shanks not because he was weak, but to protect his father's legacy as a benevolent king. He took the blame for the rampage so the giants would remember Harald as a hero rather than a monster, giving us a tragic "Itachi-style" backstory for him.
