Garp is basically luffy's dad. Dragon is his biological father. And as much as a biological father may actually love his child, if they have no common memories, no matter how emotional the reunion may be, they would need years to actually build a bond in real life. Let alone in a manga where the protagonist has no interests in people's past, including his own, and only look ahead. I can definitely see them though building a healthy adult relationship built on mutual respect. 

I still think this is interesting- rocks thinks of the giant shipwrights as destroyers. And, he really thought he could make all the pirates of the world into an army. Which is such an anti-thesis to what pirates were, but he also came extremely close to it with the momentum built from the davy beck wins. Is it close to what teach was also trying to do? By making hachinus an actual country? It’s hard to tell. But we can see rocks was quite serious about wanting to rule the world with pirates as his army and harald by his side. I really think there was no true second on rocks ship, it was a position always left open for harald. 

And harald is in too deep to back out now. Friend dead, feeling like he owes humanity after they stopped his country from starving to death, and years spent trying before this.
