One Piece Chapter 1171 Manga is set up to be the ultimate reveal for Loki’s powers, and I’m betting we finally see his full hybrid form after that silhouette tease. Since we saw his hands turn into claws in the last chapter, it’s almost guaranteed he ate the Mythical Zoan, Wolf-Wolf Fruit, Model: Fenrir. It fits the Norse mythology theme perfectly Fenrir is the wolf destined to be chained until Ragnarok, just like Loki has been bound in Elbaf. I think we’ll see that unlike King Harald, who was consumed by the fruit’s raw "wild" nature and went on a rampage, Loki’s Conqueror’s Haki allows him to dominate the devil fruit’s will instantly. That squirrel-hammer Ragnir will probably recognize him as the true master, maybe even fusing with his transformation to give him some kind of elemental lightning attacks. The emotional gut punch, though, is going to be the truth about King Harald. I predict that as Harald dies by Loki’s hand, he won’t be angry; he’ll be relieved. We’ll likely find out that the "madness" wasn't just the fruit, but maybe some external corruption or a curse from the World Government that Harald was fighting off. The chapter will probably end with a twist showing that Loki voluntarily accepted the title of the "Accursed Prince" and allowed himself to be chained by Shanks not because he was weak, but to protect his father's legacy as a benevolent king. He took the blame for the rampage so the giants would remember Harald as a hero rather than a monster, giving us a tragic "Itachi-style" backstory for him.

Presumably, cutting the arm off worked for shanks because he was only beholden to the shallow sea contract. Pretty sure the control comes from the arm. If you cut if off control is lost until the arm regenerates unless it is thrown into the sea. 
 
Sea stone could potentially work too. If you are making this assumption based on what happened to shanks, remember he didn't have regeneration. He could have cut off his arm at any time, it's not related to the sea. If the sea could defeat divine knights, they would all dead by now. Even in this chapters we saw roger pirates fought them in the middle of the sea. The trick to free someone from imu's influence is cutting their arm. However, how to prevent that arm from getting restored? Why shank's arm didn't recovered? Is it the power of the sea? Oda always draws the o in one piece with an x through it, maybe it's been foreshadowing symbolically and literally cutting an x through the circle representing the world government and imu's hold over the world?
