Joyboy worked to overthrow the previous rulers and had different philosophies on how to "rule" the aftermath. Maybe the first great war mentioned in the
Harley Texts was one between
Nika (Joy Boy) and a demonic figure. That demonic figure won and ruled the world ever since as it's King.
Then, 800 years ago Joy Boy returned with allies and they overthrown the previous
King of the World. As a last ditch effort, it made some sort of pact with Imu, who became the New Ruler.
Maybe, if the first King of the World was a Mythical figure like Nika, he could've become a Fruit like Nika uppon his death and Imu ate it. That's what I've been thinking. Luffy allies with
Blackbeard, Shanks, the Revolutionaries, etc to attack
Marejois and overthrow Imu, but Blackbeard turns on them after Imu is defeated, leading to Luffy versus Blackbeard as the Final Fight.

I think we gonna realize that Joyboy and Imu we're Nakama and that Imu decide to create the
world goverment as a way to make thing fair in this world but with time turn into the monster that he is today. I would like this so much more than if the
ancient kingdom was just a good guy and the 12 kings were just evil
Extra theory: Joyboy apology to mermaid princess was due to him taking down their oppressor then replace it with a new oppressor. It mirrors what has been setup with BB and Luffy. BB wants to rule the world, and Luffy just wants everyone to be free.
I think we all assumed BB to be the final boss since Marineford. So it makes sense that they will end up combining forces to overthrow Imu (even if unknowingly), only to have to square off after all the dust has settled. I have the impression that IMU was betrayed by someone that was corrupted by power. The spoiler give the impression of someone that saw the worst from humans and decided that the world would be "better" without free will.
