Deep-sea can only give imu full control/possession while inside the abyss circle, while with deep-deep he can do it anywhere. This would imply gunko has the deep-deep contract. I also think imu can only give beast forms to deep-deep contractors who have not eaten any devil fruit. So he mostly keeps deep-deep contracts to 5 non-devil fruit users, so that he can give the 5 beast forms he has access to to the deep-deeps if he had more available, he would use them. Gunko would be an exception. It is sad that harald was manipulated by imu and the five elders the way he was during this flashback, it is nice to see that harald was able to call in loki and jarul to come to him once he realized that he was taken advantage of. I look forward to reading how the event that framed loki as the bad guy will play out in the next chapter.
