Davy jones is joy boy who was a scientist that identified how to transmit the will of nika which then became the will of d via devil fruits. The devil fruits have the ability to continue existing after the user dies, so imu cannot eliminate nika by just exterminating the clan members. Whoever then ate the fruit is now cursed to suffer the same fate as davy jones I.E. Being unable to swim.
