Kobeni Higashiyama is a former Public Safety Devil Hunter who started as a new recruit working under Makima's experimental squad. Kobeni later resigned from the experimental squad after the battle against the Darkness Devil in Hell. Kobeni is exceptionally cowardly with few moments of courage. Her first confrontation with the Eternity Devil lead to her being paralyzed with fright and babbling. She is shown to easily crack under pressure and breaks down in tears when the group becomes trapped in the hotel and she is confronted with the possibility of them all starving to death without any rescue.    However when Kobeni gets into action she had proven to be cool-headed and efficient, ruthlessly dealing with both the Katana Man and Akane Sawatari and forcing them to retreat; only breaking down in a panic once the fighting is over. Kishibe is a Public Safety Devil Hunter from Tokyo Special Division 1, but after the assault on the Special Divisions, he became captain of the Tokyo Special Division 4. Kishibe is a stoic, straightforward individual. Due to his immense strength and skill, he often undertakes his work with a calm formality, displaying little emotion as he does so. Though he tends to speak in a relaxed, polite manner, his actions often showcase an immense brutality garnered through many years of Devil Hunting. Though he sometimes expresses emotions such as surprise and sadness at certain events, his face and voice remain entirely neutral. Despite this stoicism, Kishibe has proven on numerous occasions to be something of a sentimental and emotional individual. During his training of Denji and Power, despite his stated hatred of Fiends and Devils, he grows affectionate towards the pair, telling Makima of his concerns for their safety. Power was a Blood Fiend and a Public Safety Devil Hunter who is part of Makima's special squad. She was a deuteragonist of the Public Safety Saga. Power possesses the corpse of an unknown woman or girl with long hair. Her hair color varies from blonde to pink in manga illustrations and appears strawberry blonde in the anime. As a fiend, she has red and yellow eyes that form a cross pattern, sharp teeth with defined fangs, and light red horns protruding from the top of her head. If Power accumulates too much blood, her horns become larger and more curved, and she can sprout additional pairs of horns from the sides of her head. Power usually wears the standard dress shirt, tie, and slacks required of Public Safety Demon Hunters. Aki Hayakawa was a Public Safety Devil Hunter, working under Makima's special squad. He had contracts with the Curse Devil and Future Devil, and a former contract with the Fox Devil. He was killed and possessed by 20% of the Gun Devil, thus becoming the host of the Gun Fiend. He was a deuteragonist of the Public Safety Saga. ki generally appears to be a very stoic person. He acts mature and sometimes blunt to the point of rudeness when he is with his fellow Devil Hunters, but he is actually fairly softhearted. He has a tendency to get attached to others easily, and hates to see people get hurt, especially his close friends. Unlike many of his associates, he is described by Himeno as being a "normal person", in the sense that he still grieves for those lost and has not become jaded enough to close his feelings off.
